Resolving difficulties in land-related projects

On March 24, Group No. 4 of the Steering Committee for Reviewing and Resolving Difficulties and Obstacles Related to Investment Projects under Decision No. 1568/QĐ-TTg issued December 12, 2024, by the Prime Minister, led by Mr. Le Minh Ngan, Deputy Minister of Agriculture and Environment, worked with Thai Nguyen leader to resolve difficulties in land-related projects in the province.

Providing opinions on draft directives on land clearance

Mr. Le Minh Ngan, Deputy Minister of Agriculture and Environment, gave his speech at the meeting.

Thai Nguyen’s Department of Finance leader stated that there are several residential and urban projects (funded outside the budget) and projects under the Public-Private Partnership (PPP) and Build-Transfer (BT) models facing difficulties. These projects, which were initiated after July 1, 2014 (when the 2013 Land Law took effect), have not gone through project auctions, failed to tender for investor selection, and involve PPP-BT investment models.

During the meeting, members of the Group asked Thai Nguyen to review specific projects, examine each land allocation, and consider the number of government-allocated land projects where land use fees have been collected, the number of land lease projects, and how to address these obstacles.

Deputy Minister Le Minh Ngan emphasized the need to resolve difficulties to unlock land resources, thus promoting socio-economic development. 

On the same day, the Group visited several projects in Thai Nguyen that were facing difficulties. These site visits will serve as the basis for compiling a report for the Prime Minister.
